1. Passengers are not allowed to transit through Hong Kong SAR, China to the Mainland of China.
- This does not apply to passengers with a diplomatic passport.
2. Passengers transiting through Hong Kong SAR, China must:
- have a connecting flight booked on the same ticket, and
- have all the boarding passes printed, and
- have their baggage checked through until the final destination.
3. Passengers entering or transiting through Hong Kong SAR, China must have:
- a negative COVID-19 PCR or RT-PCR test taken at most 48 hours before departure of the last direct flight to Hong Kong, SAR China. More information can be found at https://www.coronavirus.gov.hk/eng/inbound-travel-faq.html#FAQB5
The name in the test result must match the name on the travel document, or a written confirmation issued by the laboratory with the name of the passenger must be presented; and
- a document proving that the laboratory is:
- ISO 15189 accredited; or
- approved by the local government.
All documents must be in Chinese or English.
- This does not apply to passengers arriving from the Mainland of China or Macao SAR, China.
4. Passengers must have a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 days before arrival. The certificate must be in Chinese or English or accompanied by a written confirmation in Chinese or English issued by the health authority of the country of vaccination. Vaccines accepted are: Anhui Zhifei Longcom, AstraZeneca (SK Bioscience), AstraZeneca (Vaxzevria), CanSinoBIO (Convidecia), Covaxin, Covishield, Covovax, IMBCAMS, Janssen, Moderna (Spikevax), Nuvaxovid (Novavax), Pfizer-BioNTech (Comirnaty), BioKangtai, Sinopharm, Sinovac and Sputnik V. - This does not apply to:
- passengers who in the past 14 days have only been in Mainland of China, Chinese Taipei or Macao SAR, China;
- passengers younger than 12 years accompanied by a fully vaccinated parent/guardian;
- passengers between 12 and 17 years old with a COVID-19 vaccination certificate showing that they received one dose of Pfizer-BioNTech (Comirnaty) at least 14 days before arrival.
5. Passengers must have a hotel reservation confirmation in Chinese or English for a minimum of 7 nights. The hotel must be listed on https://www.coronavirus.gov.hk/eng/designated-hotel.html .
- This does not apply to passengers who in the past 14 days have only been in Mainland of China or Macao SAR, China;
6. Passengers arriving from the Mainland of China or Macao SAR, China must have a negative COVID-19 PCR or RT-PCR test taken at most 3 days before arrival. More information can be found at https://www.coronavirus.gov.hk/eng/inbound-travel-faq.html#FAQB5
7. Passengers who in the past 14 days have only been in Mainland of China, Macao SAR, China, are subject to home quarantine for 14 nights.
- This does not apply to passengers with a COVID-19 vaccination certificate showing that they were fully vaccinated at least 14 days before arrival. They are subject to home quarantine for 7 nights. The certificate must be in Chinese or English or accompanied by a written confirmation in Chinese or English issued by the health authority of the country of vaccination.
8. Passengers and airline crew must complete a Health Declaration Form at https://www.chp.gov.hk/hdf/. This will generate a QR code which must be presented upon arrival.

10. Passengers are subject to medical screening upon arrival and quarantine for up to 14 days. More details can be found at https://www.coronavirus.gov.hk/eng/inbound-travel.html

13. Merchant seamen must have:
- a negative COVID-19 PCR or RT-PCR test taken at most 48 hours before departure, and
- an approval letter from the Marine Department, and
- a letter of certification to Department of Health from Hong Kong.

Exercise increased caution due to the arbitrary enforcement of local laws.

Summary: Since the imposition of the National Security Law on June 30, 2020, the People’s Republic of China (PRC) has demonstrated an intent to use the law to target a broad range of activities such as acts of secession, subversion, terrorism, and collusion with foreign entities. The National Security Law also covers offenses committed by non-Hong Kong SAR residents or organizations outside of the Hong Kong SAR, which could subject U.S. citizens who have been publicly critical of the PRC and/or the administration of the Hong Kong SAR to a heightened risk of arrest, detention, expulsion, or prosecution.

The Hong Kong SAR government does not recognize dual nationality. Dual U.S.-PRC citizens and U.S. citizens of Chinese descent may be subject to additional scrutiny and harassment. If you are a dual U.S.-PRC citizen and enter Hong Kong SAR on a U.S. passport, and you are detained or arrested, PRC authorities are under an obligation to notify the U.S. Embassy or a U.S. Consulate General of your detention and to allow U.S. consular officials to have access to you. In practice, however, U.S. consular officers may be prevented from providing consular assistance, even to those who have entered on their U.S. passports. Demonstrations: Participating in demonstrations or any other activities that authorities interpret as constituting an act of secession, subversion, terrorism, or collusion with a foreign country could result in criminal charges. Be aware of your surroundings and avoid demonstrations.

If you decide to travel to the Hong Kong SAR:

  • Enter the Hong Kong SAR on your U.S. passport and keep it with you.
  • Read the travel information page for the Hong Kong SAR.
  • Enroll in the Smart Traveler Enrollment Program (STEP) to receive alerts and make it easier to locate you in an emergency.
  • Be aware of your surroundings.
  • Avoid demonstrations.
  • Exercise caution in the vicinity of large gatherings or protests.
  • Avoid taking photographs of protesters or police without permission.
  • Keep a low profile.
  • If you are arrested or detained, ask police or prison officials to notify U.S. Consulate General Hong Kong & Macau immediately.
  • Review the China Country Security Report from the Overseas Security Advisory Council.
  • Do not consume drugs in the Hong Kong SAR or prior to arriving in the Hong Kong SAR.
